Couple missing things with the new halflings, just posting incase you dont already know about them

-Training doesnt show halflings Halfling box appears but has the completion time in it
-spy on military doesnt show halflings 

Fixed the training spy on military isnt supposed to show halflings its one of their special abilities (This may change later on though).
