Maybe make the link that opens chat in a separate window a permanent link on the stats page instead of connecting it to the chat bar. That way people can open and close chat without having to go through turning it on in the preferences, opening second window/tab, and then shutting chat off again...

Wont work that way. If you turn off chat and then ever refresh that open link you have running chat in another window it will say chat disabled. You can only do it because jquery that refreshes the chat doesnt actually do a hard refresh of the page.
