Earned from killing in heroes or despair, so its really out of the way to earn the required amounts and if they spend prior to reaching top tier thats even more work to get back to it.

But if everyone hates the ideal of a reborn nuke basically, give me something different. And think evil.

Going off the current top tier everyones major qualm of it seems to be the amount of dust lost in such an act. What if it gave them all the reborns back in Birth Stone charges? So it was just a time nuke basically.
